      <br><br>Acceleration – the slogan and political course of the General Secretary of the CPSU Central Committee Gorbachev, proclaimed on April 23, 1985, at the April plenum of the Committee, one of the key directions of the reform course („glasnost – perestroika – acceleration»), carried out in the Soviet Union in 1985-1991 …<br><br>As noted by N. I. Ryzhkov, the development of the economic program „acceleration» was started already in 1983, like the term „acceleration» itself, was born in connection with the consideration in the Central Committee of the proposals of the USSR State Planning Committee on the prospects for the development of the USSR economy until 2000.<br><br>The term „acceleration» is usually used to refer to the early stage of Gorbachev’s reforms (1985-1987), when the measures taken were of a purely administrative nature.<br><br>The aim of the course was to accelerate the social and economic development of the Soviet Union. In essence, the term „acceleration» meant the recognition of the lagging behind the USSR in development from the leading industrial states and countries of the world and was a new version of the old slogan „catch up and overtake».<br><br> The term itself was first used by Yu.V. Andropov back on November 22, 1982 at the plenum of the Central Committee of the CPSU:<br><br>All this required the modernization of the economy and political system:<br><br> We need revolutionary shifts – a transition to fundamentally new technological systems, to technology of the latest generations, giving the highest efficiency<br><br>– said Gorbachev<br><br>This is the first slogan from the package, which also included „perestroika», „glasnost» and „democratization».<br>Implementation and results<br>The development of Soviet mechanical engineering has become one of the priorities for acceleration, its most important task. At the XXVII Congress of the CPSU in early 1986, the accelerated development of mechanical engineering was recognized as task No. 1, in which the basis for the rapid re-equipment of the entire national economy was seen. The acceleration program outlined the outstripping (1.7 times) development of mechanical engineering in relation to the entire industry and its achievement of the world level already at the end of the 1990s. The party allocated 200 billion rubles for the development of mechanical engineering, twice as much as in the previous ten years.<br><br>However, investments in heavy industry, import purchases for it did not give a positive effect and did not affect the commodity and food market. Moreover, this market has become a victim of the „acceleration» of the development of mechanical engineering, because imports for the latter led to a reduction in purchases of food and consumer goods, which led to an increase in budget deficits, latent inflation and a shortage of goods.<br><br>In 1987, the virtual failure of the acceleration policy was recognized, and it was by an economic reform, which implied a significant increase in the autonomy of state-owned enterprises and the development of the private sector.<br>Use of the slogan by other politiciansRussian President V.V. Putin also regularly used this term in his annual messages to the Federal Assembly, mainly referring to the acceleration of liberal reforms.At the end of April 2007, at a meeting of the Council of Ministers of the republic, the President of A. G. Lukashenko announced a «course for acceleration,» which almost literally coincides with the words of Gorbachev in 1985.
