<br><br>Varegovskoe rural settlement – a municipality in the Bolsheselsky district of the Yaroslavl region. The administrative center is the village of Varegovo.<br>Geographical position<br>The area of the settlement territory is 19,036 hectares. Located in the eastern part of the district. It borders on Tutaevsky (in the north) and Yaroslavsky (in the east) districts, Blagoveshchensky (in the west) and Bolsheselsky (in the south) rural settlements.<br><br>The administrative center is the village of Varegovo. The distance from the center of the settlement to Bolshoy Selo is 32 km, to the city of Yaroslavl – 28 km.<br>Land fund<br>In 2009, 65.5% of the area of a rural settlement is land of agricultural enterprises, 41% – SEC „Znamya», 20% – SEC „Yasnaya Polyana»; 19% – lands of the forest fund (Tutaevsky forestry and Bolsheselsky forestry).<br><br>In the total area of the settlement, agricultural land occupies 9719.9 hectares (51%), of which agricultural land is only 1493.2 hectares (8%). All fields account for only 1262.7 hectares (13%), and the most valuable reclaimed agricultural land is 454.5 hectares (5%). The share of land that includes natural fodder lands of average quality is 230.5 hectares (2.7%).<br><br>Agricultural lands that were taken out of agricultural production are distinguished – these are bushy meadows – 184.7 hectares (2%), as well as overgrown lands of peat enterprises (renewing forests on peatlands, overgrown drains and overgrown checks «ponds» on peatlands) – 4511, 5 hectares (24%).<br><br>Most of the land is occupied by forest vegetation – 5021.7 hectares (52%).<br>Story<br>Varegovskoe rural settlement was formed on January 1, 2005 in accordance with the law of the Yaroslavl region No. 65-z of December 21, 2004 „On the names, boundaries and status of municipalities in the Yaroslavl region.» The boundaries of the Varegovsky rural settlement are established within the administrative boundaries of the Varegovsky rural district.<br>Population<br>In the Varegovsky rural settlement, 1528 people (14% of the district’s population) were registered at the place of residence at the beginning of 2008, living in 44 rural settlements. The seasonal population is 527. Density – 8 persons / km².<br><br>The working-age population is about 733 people, the number of pensioners is 580 people, the younger population is 222 people. Of the total number of able-bodied people, about 494 people are employed in the production sector: mainly, this is the service sector (trade, paid services), education, health care – 305 people, or 43.4% of the number of people employed in the economy, about 120 people work in the field of housing and communal services, transport enterprises, or 16.4%, industrial enterprises employ 56 people, or 8%, only 10 people are employed in agriculture, or 1.4%; including about 285 people of the able-bodied population work outside the territory of a rural settlement (they go to work in the city, most often – Rybinsk and Yaroslavl) and are associated with systemic migrations for production purposes. 20 people migrate daily to their place of work in the center of the settlement – the village of Varegovo.<br><br>The average life expectancy of the population is 60 years, including 52 years for men and 69 years for women. The birth rate is 6 people per year, the mortality rate is 60 people per year per 1000 inhabitants. Natural population decline – 54 people per 1000 inhabitants per year.<br><br>There is a constant decline in the total population, which is caused by a prolonged decline in the birth rate and an increase in mortality, including in the working age (mortality is 10 times higher than the birth rate). The decline and depopulation of the population occur for natural reasons, and are also associated with a decrease in the quality of life, which has been observed since 1970. Also, the main reason for the decline in population is the continuing outflow to urban settlements. So, in the center of the settlement – the village of Varegove, the population decline since 1989 was almost 48%. The same rates are observed in other settlements of the settlement.<br><br>The resettlement of the population developed historically under the influence of natural-geographical and socio-economic factors. This area is characterized by belt, or roadside (along roads) and dispersed types of rural settlement. At present, this type of rural settlement has very much thinned out due to the disappearance of small settlements and the transition to their category, which were previously medium-sized settlements. Currently, the demographic situation has a huge impact on settlement: low birth rates, population decline, migration to urban areas, population aging and high mortality rates. For several decades, there has been a decrease in the number of rural settlements.<br><br>At the end of the 2000s, population growth was observed due to the influx of migrants: 2007 – 1461 people; 2008 – 1528 people; 2009 – 1535 people.<br>Composition of a rural settlement<br>A rural settlement (formed within the boundaries of one rural district – Varegovsky) includes 44 rural settlements.<br>Economy<br>Industries are represented mainly by the activities of small enterprises:<br>JSC „Norsk Ceramic Plant» – open pit development.OJSC „Fat and Oil Plant» in Varegovo – confectionery shop (the number of industrial personnel – 69 people, the volume of products shipped in comparable prices amounted to 49.1 million rubles in 2008).„Sinstekhno» in the village of Kayurovo – production of roofing materials.KFH „Synkovo» – woodworking shop; the main field of activity is the cultivation of vegetables.<br>Agriculture:<br>SPK „Znamya» (former state farm „Znamya»)SEC „Svoboda» (former state farm „Svoboda»)SEC „Yasnaya Polyana»personal subsidiary plots farms<br>All agricultural land is located within the Varegovo-Lomsky soil region, which has a leveled surface, and the soil cover is represented mainly by podzolic soil combinations (sandy loam and light loamy): sod-podzolic and boggy soils with a humus content of 1.6% to 1.8 %. Large areas of arable land have high acidity (pH 4.8), about 37.4% are waterlogged soils. Stony soils account for about 1.5%. The soils are poorly drained and therefore require drainage reclamation. In the first place for agricultural crop production are crops that are less demanding on soil conditions – barley, oats, perennial grasses.<br>Transport<br>The transport infrastructure of the rural settlement, marked by objects and linear structures of road and rail transport, is in an unsatisfactory state.<br><br>The Yaroslavl – Uglich and Myshkin highway runs through the settlement from east to west. In the direction to the north, the road to the villages of Varegovo and Shelshedom departs from it. Most of the settlements of the settlement are well connected by road communication with the center of the settlement and the center of the district by a system of roads of the regional (oblast) and municipal levels. The length of highways is 110.2 km. Most of the total number of roads – 106.2 km – are ownerless, by the type of coverage – unpaved natural, without a technical category. 41 rural settlements (93%) are not provided with paved roads.<br><br>From the settlement to Yaroslavl there are 2 bus runs daily, to Bolshoy Selo – 3 runs a week. There are no stopping points.<br><br>A dead-end line approaches from the east of the Vaulovo station of the Yaroslavl-Rybinsk railway. The length of the railways is 4 km.<br><br>The nearest river port is in the city of Yaroslavl.<br><br>The nearest airport „Tunoshna» is on the territory of the Tunoshensky rural settlement of the Yaroslavl region.<br><br>There are no stationary bridges.<br>Engineering infrastructure<br>Numerous power lines with a voltage of 10 kV, 35 kV pass through the territory of the settlement, as well as distribution substations of 10 kV, etc. All settlements are provided with electricity.<br><br>Water supply to Varegovo is carried out from artesian wells. The rest of the settlements are characterized by well water supply. Gas supply is carried out by imported bottled gas. Heat supply to Varegovo is carried out from the village fuel oil boiler house.<br><br>The post office is located in Varegovo.<br>Social sphere<br>The quality of life of the population of the Varegovsky rural settlement is lower than the average actual values for the district as a whole. Average district indicators are also low when compared with other districts of the Yaroslavl region (Bolsheselsky district is one of the last in terms of quality of life). In the Varegovsky rural settlement, against the background of population depopulation, there is a sharp decline in agricultural and industrial production, and, therefore, a further deterioration in the quality of life of the population.<br><br>The indicators of the provision of residential areas with central heating, water supply and sewerage are extremely low, although some of them even exceed the average values for the district. The depreciation rate of the housing stock is 50%. The total area of residential premises in dilapidated and dilapidated residential buildings is 13.6 thousand square meters (21%), which is many times higher than the average for the district (7%). At the same time, the main part of the housing stock was built before 1960. The volume of new construction is only 0.9 thousand square meters.<br><br>As a result of the deteriorating financial situation, the social sphere is in a state of crisis, increasing the backlog of rural areas.<br><br>On the territory of the rural settlement there is a Varegovskaya secondary school with a capacity of 380 people, the number of students is 82 people. From preschool institutions there is a Varegovsky kindergarten with a capacity of 25 people. There are 2 libraries on the territory of the settlement. In Varegovo there is a club with 100 seats.<br><br>Among the retail facilities there are 7 shops and 1 kiosk with a total sales area of 0.4 thousand square meters. In addition, in Varegovo there are 1 cafe and 1 bathhouse for 25 seats, there is a stadium and a sports hall. There are no catering establishments, consumer services and hotels. In the field of medical care, there is 1 outpatient clinic for 20 visits per shift, 1 pharmacy.
